WITH reference to the memorandum regarding our railway contracts in China,

June 14, 1911. you will remember that we mentioned that we were having a conference with the Americans on the subject.

This took place on Monday at the offices of Messrs. Morgau, Grenfell, and Co. There were also present representatives of all the allied New York banks, headed by Messrs. Pierpont Morgan and Co.

After hearing my views and Straight's, the net result is this, that the delegates warmly welcomed the line and the procedure suggested in my memorandum, and as the American group are in the closest relations with their State Department they felt it necessary, before carrying out the suggested procedure, to go at once to Washington, whence they will cable to us.

They left for the States this morning.

This will bring the matter well over the coronation, which I know will suit you. In the memorandum I gave you there are attached, as you know, the letters which passed between myself and the Russian Ministers. I have now had a further letter from M. Kokovstoff, the Minister of Finance, in reply to mine of the 1st June, which, while repeating what he said in his previous letter of the 30th April (13th May), puts it a little more clearly, and leaves it beyond a doubt that it is Japan, and Japan only, that may stand in the way.

In fact, we are definitely referred to Japan by the Russian Government, and therefore the only way we can see is the suggested conference.

Saint-Pétersbourg, le 28 mai (10 juin), 1911. J'AI l'honneur de vous accuser réception de votre lettre du 1 juin et de vous informer que, en ce qui concerne la teneur de cette lettre, je ne puis que confirmer ce que je vous ai exposé dans ma lettre du 30 avril écoulé.

La ligne Harbin-Taonanfu serait une voie d'accès au Chemin de Fer de l'Est chinois, et j'envisage la construction de cette ligne aussi favorablement que la construction éventuelle de lignes d'accès au nord du Chemin de Fer de l'Est chinois, mais je ne partage pas l'opinion que vous voulez bien exprimer que le projet de la ligne Harbin-Taonanfu ne pourrait être réalisé qu'à condition de prolonger cette ligne jusqu'à Pékin.

Quant à la section Taonanfu-Pékin, quoiqu'elle n'offre aucun avantage à nos chemins de fer en Mandchourie, nous pouvons, comme j'ai eu déjà l'avantage de vous le dire, n'ayant pas de motifs pour une opposition à tout prix, envisager cette ligne comme ne menaçant pas nos intérêts, à condition, toutefois, qu'elle soit tracée à une distance suffisante du Chemin de Fer de l'Est chinois.

D'autre part, il est à noter que la ligne projetée concernerait dans une plus grande mesure les intérêts du Japon, et que, en conséquence, il y aurait lieu initiateurs du projet de se rendre compte avant tout du point de vue du Gouvernement japonais.
